“We got him!” Now what do we do next? Students of foreign policy cannot ignore the military side of the equation. That includes the process of beginning a war, the war itself, and then the actions necessary to end the conflict. Finally, the decision to determine whether to walk away or rebuild the war-torn area. Is nation-building a necessary and logical extension of winning a conflict?

Robert Heine, U.S. Army, MGEN (Ret) was involved with Operation Iraqi Freedom and then the reconstruction of Iraq. As he commanded the 416th Engineering Command in Iraq in 2003 prior to being Deputy Director and Director of Operations of the Reconstruction Management Office in Baghdad, Bob is well able to let us know if the military objectives were met.

As we are approaching the 105th anniversary of Armistice (now Veterans’ Day), this presentation is extremely relevant. We are currently observing two regional conflicts – Ukraine and Gaza-Israel – each of which could blow up into truly major conflicts. Are our national leaders able to apply lessons learned in Iraq?
